For the /admin/structure/block, and other pages with tables the borders look really strange and broken and sometimes color mismatches.
Description for borders behaviour:
- bottom border of rows in table is different from left border of dragable elements (#bebfb9 vs #ccc)
- when moving an element right above another and then move it back under it, the row jumps for 1 pixel
Description for images:
1. if you go to the the block edit page scroll down a bit, you'll see the sticky header. if you refresh the page, you'll get to the same place after page reload, but the sticky header won't be there
2. if you drag at least one block to another region, the sticky header will get duplicated. You can see it if you scroll up - the sticky header doesn't disappear when it reaches table header.
3. The borders are either present or not on all the rows in the table and it's really hard to tell which border applies to which element.
Tested on Chrome v.24 on Ubuntu,
but I guess this issue appears for any browser.
