The Block Visability doesn't reflect the entire Drupal 8 capability. It misses the ability to place blocks in context of Taxonomy Vocabulary and Terms. It also misses the ability to place Blocks in Context of Views. As Taxonomy is for long a Core module and Views is since D8 those abilities should be shipped with Core.
