field_cache_clear issue

I have 1.1GiB cache_field (~1200 types and many fields) and when I want to create one new type it turns into horror because the Drupal truncate the cache_field table each time I create a new type and a new field - it spends a lot of time and the site goes down.
I think that would be better to clear not everything but only rows which are really need to be cleared. (e.g. field_info:fields, field_info:instances etc.)
Is it possible to make it more effective like you did with read bundle fields cache in 7.22 release? Thanks.
