Olivero: Select dropdown icons need more contrast in Windows High Contrast mode

Split from #3191682: Ensure that Olivero's focus states are visible and accessible in Windows High Contrast mode

Our
icons can have low contrast in Windows High Contrast mode.

These icons need to be added via a background image. The only solution I can think of is adding a background white square behind the chevron.
