MenuLinkManager uses PluginNotFoundException incorrectly

This results in an exceptions with the message Plugin ID 'contact.site_page could not be found' was not found. which is a bit weird.

MenuLinkManager::getDefinition just needs to pass the plugin ID to PluginNotFoundException
