Problem/Motivation
The title "Formats" for the page at admin/config/regional/date-time doesn't adequately convey the significance of the page. By itself it means almost nothing. Add the context of the menu trail and you get "Regional and language > Formats", which doesn't get you all the way, either. It's really date and time formats; it should probably say so.
Proposed resolution
Change the page title to something more descriptive. "Date formats" would probably get the job done.

Settle on the new title and commit the change.
