Cannot uninstall Content Moderation

Hello.

When trying to get Trash (8.2.x) working the Content Moderation module was enabled.
When trying to uninstall, the display says it will be deleting 2 moderation states.
After clicking Delete all content moderation states the below error is shown.

An AJAX HTTP error occurred.
HTTP Result Code: 500

I try follow the URL given at the end to see the error but it just redirects back to the Extend page.

The site has no content (pages, articles, or anything).
