Problem/Motivation
When a User Agent (UA) is touch-enabled, the contextual gears are always present. Some touch-enabled UAs, like tablets, are wide enough to accomodate the overlay. Given this combo of conditions, the contextual gears never dismiss when the overlay is opened on a touche device.
Proposed resolution
We should probably hook into the drupalOverlayBeforeLoad and the drupalOverlayClose events on document to hide the contextual gears when the overlay is open and reshow them when the overlay closes.
