Issue Summary:- For already Active user,Unblocking user Action shouldn't be performed
Pre requisites:-
Drupal 9.0 or Drupal 8.9 should be installed in local machine
Steps to reproduce:-
* Login as an administrator with valid credentials and click on People page
* Move to admin/people page and click on Add people
* Create an administrator user with all the required inputs
* Move to people listing page and select respective user to perform bulk operation
* Select created user and choose Unblock the selected user(s)>Apply to selected items
* Verify that for already Active user, Unblocking activity is performed successfully.
Expected result:- For already Active user, Unblocking activity should not be performed with valid message
Actual result:- For already Active user, User is able to perform unblocking activity with message "Unblock the selected user(s) was applied to 1 item."
