Replace custom weights with dependencies in library declarations; introduce "before" and "after" for conditional ordering

Because all script dependencies are/should be declared, the 'weight' key in library files declaration is now useless.

State of the patch:
Everything seems to be working
Was a problem with dependencies in contextual module

Needs testing :)
