Promote nod_ and justafish to full JavaScript package committers, and add them as provisional frontend framework managers

Problem/Motivation

@nod_ and @justafish were added as JavaScript package committers nearly two years ago, and the committer team agrees they have demonstrated all the qualities we look for in a full committer: excellent communication skills, reliability, good decision-making, a collaborative approach, and so on.

We also agreed that it would be valuable for the two of them to have commit access to the core CMS. However, we also want to retain a separate governance role for core JavaScript package committers that has a lower barrier to entry.

Proposed resolution

Promote @justafish and @nod_ to full committers, and also grant them the role of provisional frontend framework manager.
