The command line runner autoloader is broken

Steps to reproduce:

1. Disable Views. (Or install Minimal so it's never enabled)
2. Try to test Drupal\user\Tests\Views\HandlerFieldPermissionTest from the command line.
3. PHP Fatal error: Class 'Drupal\views\Tests\ViewUnitTestBase' not found in /home/chx/www/d8/core/modules/user/lib/Drupal/user/Tests/Views/UserUnitTestBase.php on line 16
