"Administration pages language" user account setting should be hidden if not used

Problem/Motivation

There is an option to enable "administration pages language" detection (admin/config/regional/language/detection) (text label pending #1974044: "Account administration pages" detection method confusing).

If this setting is disabled, it is confusing to have the "Administration pages language" setting on the user account page (user/[uid]/edit) because it wouldn't do anything.

This is a bit different than the "site language" setting (I think) because (I think) the "site language" would be used for emails even if it's not used for language detection. [TODO: confirm this]

Proposed resolution

If "administration pages language" detection is disabled, hide the "Administration pages language" setting on the user account page.
