Problem/Motivation
This is a child issue of #3357707: Backport the Announcements Feed core module to Drupal 7 where we should discuss and decide if / how / when to enable the module on existing sites. This separate issue was created to split from the long original issue where the code itself is being worked on and reviewed.
Currently, the D10 version is an experimental core module and it is not enabled by default.

Drupal Association Proposal
The Drupal Association currently strongly advocates for enabling this by default in the first Drupal 7 release that includes it. Per comment #3, we will have the experience of how this feature impacts users when D10 enables it by default, but it should be quite low impact, and we've been very restrained with the amount of posts and the governance of the feed. (Remember that posts can be shown to specific versions of Drupal and not others).
Most importantly though, we are doing everything we can to open lines of communication with Drupal 7 site owners. Our existing communication channels can only really reach people who seek us out on Drupal.org and choose to subscribe. Some may not even know they can do that.
With the end of life coming in January 2025, we want to reach those users absolutely as early as we can, to try and help them with their migration. Failing to communicate about end of life early and often may mean a rough transition for a large number of sites.
What is the realistic universe of sites we can reach?
The last time we checked the upgrade status, about 25% (maybe a bit more) of D7 sites are regularly keeping up with the latest updates. That's around 100,000 website owners that we could help by getting the message into their hands as soon as possible.
