Problem/Motivation
Most of the time when content moderation is involved it is important to follow the workflow, but people often make mistakes.
Having default value in the moderation widget simplifies making mistakes.
Proposed resolution
Force users to make an active choice on the content moderation widget by adding an empty option. This way a person moderating content would have to thing for a fraction of second what is an intention for this content change and select the correct state.
