Elements are currently not in order of the user flow and therefore should be reordered in the following way
1) Regional, date and time settings (which is a combination or Regional settings & time & date format - see issue #2003802: Under Configuration => regional and language, merge Regional settings and date and time formats )
2) Languages
3) Content language settings
4) User interface translation
