Aggregation not working css and js cache directories not being created

Problem/Motivation

After upgrading to 10.1.2, aggregation no longer works. It appears that the css and js folders are not being created.

We are using Apache 2.4.57 and PHP 8.1.22

We did update our .htaccess file.

Turning off aggregation, and everything works/loads correctly.
