Remove variable 'language_types' in favor of configuration object system.language.types

Problem/motivation

#1833022: Only display interface language detection options to customize more granularity Modifies the way we store the settings about configurable language types.

There is a redundancy saving these options using the legacy variables and the new configuration objects.

Proposed solution

We need to remove all dependency of the old variable and provide an update path.
