Update CI label as the base image for mysql-9 now is 9.2

Problem/Motivation

As Mysql 9.2 is out the 9.1 considered unsupported

Proposed resolution

- #3501860: Replace mysql-9 base image to 9.2
- update label in .gitlab-ci.yml to 9.2

- file issue to environments
- use new image and update label
