If you don't have any items in the main menu or any menu that is in Olivero's primary_menu region, the button to expand the mobile menu appears (at mobile widths) but is totally non-functional.
Ideally, if there are no primary or secondary menu items, the button will not appear. If there is only a secondary menu, the button should appear and be functional.
