Steps to reproduce:
Install Drupal 8
Start writing an article (out-of-the-box content type)
Upload a picture that is bigger than the allowed size, as determined by PHP settings
Click 'upload'
Look for the button that allows you to try to upload another (smaller) image ... it's not there!
Expected behaviour:
I would expect the upload section of the form to reappear, allowing me to upload a smaller version of the file, or upload whatever other photos I wanted to upload.
What happened instead:
The error message was displayed (good!) but there is no way for me to go on and upload another image. This means I have to discard the form, and start again, or save it, and then click edit etc.
