Problem/Motivation
We replaced admin/people with a view in #1851086: Replace admin/people with a View and there is now an exposed filter for the permissions. I think we should group them like you can see that in other modules.
Proposed resolution
Rewrite the existing views handler for the permissions so that we can group them.
