Problem/Motivation
language switcher blocks do not show if the url detection method is not being used.
This make sense because the switcher blocks.. switch.. by changing the url and putting the corresponding langcode in the url.
But, it's strange to see a block placed, but not see it on the pages.
When that happens, people might think to check the block configuration settings, and see if there is some restriction on the page, role, etc.
There is no restriction, but it still does not show.
Proposed resolution
Add some helpful hint/text to the block config that says why it might not show (maybe only if the detection method is such that it's not showing)
