Problem/Motivation
The Update Manager settings page admin/reports/updates/settings still has a tickbox to toggle whether to "Check for updates of disabled modules and themes", but there are no "disabled" modules in Drupal 8 anymore.
Proposed resolution
Remove the tickbox from the settings page.
