Note: There's no layout.module component, so choosing base system.
layout.module does t('@name @type'), where @type can be module and theme. It then does t('module') or t('theme') separately. It seems cleaner and more flexible in terms of translation to simply do t('@name module') and t('@name theme') conditionally.
