Non native language installations should not fail

When you install D8 in another language than english we are trying to fetch the latest translations for each module enabled in the installation profile from ldo (which is awesome! (and scary for the ldo performances expected)). It will happen that the download of the po files fails due to a PHP maximum execution time error.

Question 1: shouldn't we catch the exception thrown and display a friendlier message to the end user? (I guess)
Question 2: should we stop the installation and tell the user that the download went wrong and offer him to try to redownload the failed file?
Question 3: should we keep the installation going and try to redownload the file later (maybe post installation)?

The purpose here is to prevent the user to not be able to use Drupal, he should in the worst case scenario use it in english.

(This is a bug than can become a task).
