Designs at https://projects.invisionapp.com/share/U4BPGASQ#/screens include a ruler, the ability to configure the device list via the UI, #1880606: Introduce a configuration UI for theme-based breakpoints, and other bells and whistles. What in that list is still in scope after feature freeze? For whatever isn't, would be great to prototype a contrib module to ensure that what's in core is properly extensible.
