Replace SIMPLETEST_USER_AGENT cookie name

Problem/Motivation

Let's no longer use SIMPLEST_USER_AGENT as name of the cookies to communicate with child siites, but replace it with TEST_USER_AGENT.
Deprecated the old way and throw errors.
