DataDefinition::setConstraints() should be on DataDefinitionInterface

While discussing on #2976416: setDefaultValueCallback() & setDefaultValue() should be on FieldDefinitionInterface, not FieldConfigInterface it is noticed that DataDefinition::setConstraints() has {@inheritdoc} which is supposed to come from \Drupal\Core\TypedData\DataDefinitionInterface but setConstraints() method is not added on DataDefinitionInterface.

- Add setConstraints() method on \Drupal\Core\TypedData\DataDefinitionInterface
- Add appropriate docblock for setConstraints() method.
