Go to /admin/modules and enable Layout Builder module.
Go to /admin/structure/types/manage/article/display and enable tick Use Layout Builder checkbox.
On "/admin/structure/types/manage/article/display-layout/default" if you place the "Page Title" block there will not be Placeholder Text.
Also when you view the Article the page title is empty.
