God forbid you ever need to demo Toolbar at this resolution, but I did at the Boston meetup earlier this week and unfortunately it looked like this. :P
It feels like we need to tweak the breakpoint so that it switches to vertical orientation sooner (Jesse also suggested maybe an interim step of going down to just icons, but that seems a bit fancy).
Tentatively tagging as Novice, since this should be a matter of teaking just core/modules/toolbar/config/toolbar.breakpoints.yml.
