Prepare D8 for jQuery3

Problem/Motivation

jQuery 3 alpha1 has just been released. According to the release notes, the performance and size improvement are drastic for the evergreen browsers—the same browsers same supported by D8.

Because jQuery3 may be released before Drupal 8, or will actually be the norm during the lifetime of Drupal 8, should we embrace it or "prepare" for it if D8 will be upgrading to jQuery3 in a later release?

This issue thus intends to keep track of jQuery3 development and be a discussion on the following points:
- Should we include jQuery 3 in Drupal 8, 8.0 or 8.1?
- What would be the impacts, for Core and for contribs ?
- Please fill with other questions that may exists

Proposed resolution

- A POC with jQuery3 naively applied can be made to actually evaluate the issues with it. (it may take to wait for jQueryUI to be compatible ?)

I personnally don't think it is a good idea to add jQuery3 to D8 since it will be too late until all necessary JS libraries are compatible with jQuery3. But it is worth evaluating if we can prepare things for the future on D8, just like we did for PHP7.
