The display breaks, when selecting Restricted HTML for Global: text

Steps to reproduce:

1. On the Views list page, click the Add new view button
2. Setup a basic view
3. Click the Save & edit button
4. In any of the Header, Footer, or No results behavior areas, click the Add button
5. Select Global: Text area and click Apply (all displays)
6. Set the Text format to Restricted HTML and click Apply (all displays)

The screen fills with something that looks like JSON.

If you go back into the view and edit that field, it will be set to Basic HTML.

This may not be a Views bug, but I'm having a hard time finding any other place in D8 that would have a similar setup.
